SI EXISTE la condición no funciona con PLSQL

IF EXISTS() es semánticamente incorrecto. EXISTS La condición solo se puede usar dentro de una instrucción SQL. Así que podrías reescribir tu bloque pl/sql de la siguiente manera:

O simplemente puede usar count la función determina el número de filas devueltas por la consulta, y rownum=1 predicado:solo necesita saber si existe un registro:
