Con información algo limitada, lo siguiente es lo que se me ocurrió. Todavía no tengo idea de lo que está sucediendo con su cursor STATIC que mencionó en su pregunta y está definido en su f_process_data() Función. Como no conozco el código completo de esta función, simplemente escribí el mío y declaré el CURSOR como SYS_REFCURSOR, ya que eso es lo que devuelve la función.
Por favor, hágame saber si esto funciona o si me falta información importante. Siento que me falta información crucial para brindarle una solución útil.
