SQL dinámico usando tablas de configuración

Es un poco complicado, pero podría hacerlo en SQL simple, comenzando con una consulta jerárquica para obtener las cadenas concatenadas:

Asumí que su tabla realmente tiene otra columna que no ha mostrado que le da la posición de la columna. Si no, puede generar eso de alguna manera, tal vez en función de column_id para la columna de la tabla base, alfabéticamente o lo que sea. Solo necesita una secuencia numérica contigua para la cláusula de conexión.

Luego puede usar dos uniones para obtener las partes de texto para esos valores de columna y ruta (ya que deben ser filas separadas en su tabla final), más otras adicionales para SELECT ... y FROM ... líneas. Cada uno de ellos necesita otro número de rango generado. Se pueden generar a partir del ranking en el CTE:
