en su secuencia de comandos, pero se sobrescribirá con VOLUME /var/lib/postgresql/data
de postgres:9.6

En su caso:simplemente use el siguiente archivo docker:

COPY ./create_fixtures.sql /docker-entrypoint-initdb.d/create_fixtures.sql
Se ejecutan automáticamente una vez que se inicia el contenedor. Aquí hay un ejemplo:

Su secuencia de comandos debería funcionar en un contenedor excepto que en el accesorio tienes que ejecutar psql así:
su postgres -c "psql -f create_fixtures.sql"
su --login postgres
no funciona porque postgres no puede abrir bash o shell. Puedes probar con docker run --rm -ti postgres:9.6 bash
.
Lo siento, tengo que decirte que hay un error más en tu script sql:GRANT ALL PRIVILEGES ON DATABASE mydatabase TO webuser
- la palabra clave DATABASE
es necesario aquí.
