Postgresql:forma limpia de insertar registros si no existen, actualice si existen

Ok, logré crear un caso de prueba. El resultado es que la parte de actualización siempre se ejecuta, incluso en una inserción nueva. COPY parece pasar por alto el sistema de reglas. [Para mayor claridad, he puesto esto en una respuesta separada]

La vista es necesaria para evitar que el sistema de reescritura entre en recursión. La construcción de una regla DELETE se deja como ejercicio para el lector.
