Debe ir a Start > Microsoft SQL Server > Configuration Tools > SQL Server Configuration Manager
Cuando se abra, vaya a SQL Server Configuration Manager > SQL Server Network Configuration > Protocols for SQLExpress .
Allí encontrará el Protocolo TCP/IP, si está deshabilitado, habilítelo. Haga clic en TCP/IP, encontrará sus propiedades.
En estas propiedades, elimine todos los puertos dinámicos TCP y agregue el valor 1433 a todos los puertos TCP, y reinicie sus SQL Server Services > SQL Server
Y ya está.
